[Homebrew] Replace up/down voting with feedback types

The current system of up and down voting Homebrew gives content creators very little in the way of useful feedback about what is good or bad about their homebrew.

I'd like to propose that the up and down voting options be broken down into more useful feedback responses; these would still be classified as positive or negative for rating, but would give creators some better idea of what they might be doing wrong.

For example, options might look like:

Positive:

• Balanced
• Creative
• Fun

Negative:

• Duplicate
• Overpowered
• Unclear

Or something along these lines; I also thought a curated set of emojii responses might be an option, but it's hard to convey some of the useful concepts that way.

But this way, if I receive several downvotes, and they seem to agree that content is Overpowered, then I would have a clear indication of what I might need to fix.
